No you just need the runtime package,

You can get it from :

http://service.software.ibm.com/cgi-bin/support/rs6000.support/downloads

click on =>     AIX General Software Fixes
click on =>     AIX Fix Distribution Service
enter xlC.rte and check the Fileset mark.
