I don't think it is an cluster-problem. We also had that problem testing an
bare metal restore on a single exchange server. We concluded that we have
forgotten to backup the MTA-direktory in the exchangeserver direktory. I had
made an exclude using the string "Exclude *:\...\MTADATA\*". After resolving
that problem the informationstore started.
