I have same issue on an ADSM client and I put
set semsys:seminfo_semmns=500
set semsys:seminfo_semmni=200
as parameters in /etc/system file on my Sun

- 21:00 start of ADSM backup of several file systems (incr.)
- 22:00 shutdown Oracle database with cron
