I would recommend going to Exchange 5.5 if they haven't already and turn on
"deleted items retention" and pick a reasonable number of days - the only
limitation I've found here is that if you move a mailbox between servers you
will not be able to undelete items in Outlook - even if moved back - at
least that is my experience.

Other than that I don't recommend Exchange for storing important documents -
I have our users save important e-mail to a file in their personal share -
then I can restore the file if necessary.
