NT directories named ????????

We have experienced some Desktop directories being created with a 10 character 
name that is translated as ????????? by adsm client (3.1.0.5 and 3.1.0.6).
It shows up as 10 vertical bars in NT Explorer, with a short name like "9306~1".

The adsm client burps on these, and the incremental backup quits.  Deleting the 
directory allows the backup (after starting from scratch) to run until it hits 
another.

Anyone seeing this?  ADSM Support is still working on it.
ps.  We have tried useunicode yes/no to no avail.
pps. server is aix 4.2.1, 3.1.2.15
