I believe you need to get rid of these two old filesets:
adsm.client.aix42.admin, I don't even have that fileset in my system, and I know
for sure that in the 3.1.20.6 AIX client version adsm.web.client.aix42 is
discontinued and they introduced a new fileset [adsm.webcli.client.aix42].
My humble suggestion is to download all the filesets for AIX Client 3.1.20.6
from IBM and reinstall your client, I strongly believe that will solve your
problem. Below are the filesets that you need.
Also stop (ps -ef & kill ) any dsm or dsmc process prior to your client
installation because if something is running smitty or installp will not
install that particular fileset, check your output report after the
installation.

The ADSM include/exclude process works fine, is tricky, but woks fine.

In my machine, the client version is also 3.1.20
adsm.client.aix42.admin    3.1.20.0
adsm.web.client.aix42    3.1.20.0
All other client lpp , such as adsm.client.aix42.base, ...common etc,  are
3.1.20.6
