What I think is following:

Because of the empty state of tape, including it's storagepool and
acces, the tape can be set to
scratch at following way:

delete volume from database: del vol 000259
check in tape: checkin libv <libraryname> 000259 stat=scr mountw=10
checkl=no

This way your tape will be scratch and usable again.
