I don't think you can restrict a user to restore functions only using ADSM
Admin privs.  If you grant a user node authority with access authority, they
have access to both backup and restore functions through the WEB client.  Using
the baclient directly (either GUI or command line), a user on either of these
OS's will only have backup/restore access for files allowed by the file system
access privs.
