Bob,

Check the maxscratch parameter on your primary tape storage pool and also
check to see if collocation is enabled on that storage pool.  If it is, and
if you have more nodes than you have tapes, then that could cause scratch
tapes to get allocated to the storage pool.  Collocation will tend to
spread data out over as many tapes as it can.
