Try changing TCPWINDOWSIZE to a smaller value.  This ADSM
parameter is massaged into a value which is then used in the
setsockopt() calls for setting send and receive buffer sizes.

Alternatively, change the maximum allowable value for the buffer
sizes in the OS, as Richard has suggested.
