True. For general interest, note that at the time of ADSM start-up,
it will write messages like the following to the Activity Log, which
point out volumes quite ripe for harvesting from offsite:
ANR1423W Scratch volume 000129 is empty but will not be
deleted - volume access mode is "offsite".
