What 3.1 PTF level are you running?  In our case, the LABEL LIBV function
did not work properly until we went to V3.1.2.0 (on the HP platform with a
STK 9710 library).  Up until that point we had a number of problems that
appeared to be related to the software's ability to get a correct inventory
of what was in the access port.
