Bob,

The only time I've ever seen this is when I've had an aborted ADSM
installation.  The other suggestions will work, but you may find out that a
number of other things didn't get created during the install.  I suggest
that you deinstall all of ADSM, delete the directory structure, and
reinstall from scratch.  Then your admin account will exist.
