ADSM Server for NT V3.1.2.0, IE4

We are unable to browse to the server:  Can't open an admin session.  The
ADSM server service is running.  It worked this morning.  We added the
adsmlicn.dll file to allow us to issue register license commands.  Other
than that, we changed nothing.

Any ideas?
