??  dsmserv is an ADSM command.
If ADSM is not installed, there is no such executable.

Is it just the data base you have lost with your disk failure?
Is your data base an ADSM data base backup created with the backup db
command?

If so,
1) you must have a data base defined that is large enough to hold the data
base on your tape.
2) then
su root
cd to the directory that has the ADSM server executable:  cd
/usr/lpp/adsmserv/bin

3) dsmserv restore db todate=mm/dd/yy
