You can also exclude archiving by not defining an archive copy group in
the management class used by that user.
This causes the following message when trying to do an archive:
ANS5007W The policy set does not contain any archive copy groups. Unable
to continue with archive.
Agreed, maybe this is not exactly what you want, but maybe it's an
option...
