To install the schedule service, you need to run 
c:\win32app\ibm\adsm\baclient\dsmcutil

If you type dsmcutil help you can get the help, but use the following:

dsmcutil install /name:"ADSM Scheduler Service" /node:clientnodename 
/password:clientpassword

Then Control Panel/Services and start the newly created service.

About the DLL. I would think you'll need this!
