I believe the answer came from this mailing list.

Create a batch file to run "dsmc sched".  Alter the properities of the
batch file.  On the "Misc" tab, uncheck "Warn if still active".

You can use the Policy Editor (poledit) to get this batch file run
during the Windows95 start up sequence.  So it can become active
*before* the user is given the Windows/Network log in screen.
