A volume gets marked as full when the physical end-of-volume is
reached.  The Estimated Capacity gets set to the total amount had ADSM
put on that volume; in the case of your DLT007 that was 30 GB.  The
%Util is the amount of valid _unexpired_ data remaining on that volume
divided by that est-cap.  In your case 10 GB of data has expired from
the 30 GB laid down in the time it took to fill that volume.

As to why you are only getting 30 GB vs. 35 GB...does your DLT have the
density/compression LEDs?  Can you see what they indicate when ADSM is
writing to them?  Try creating a temporary stgpool with a new devclass
that has format=35C; do a move data from several of these volumes to
this new stgpool.  See if you can get more than 30 GB in that case.
