If you post a copy of your actlog for the server start, we can answer...
Probably a log or database is full.
I have seen many issues causing the server not to start.

                i wonder if anyone out there have this before. i suspect
i've got a
                corrupted database and intend to do a db restore. any
suggestion will be
                greatly appreciated.

                situation: we had some glitches with adsm server but we
thought we fixed
                it and it was working until last night. this morning i came
in and found i
                didn't get a report and every process and session just
seemed to hang
                there. i did some cancels but they didn't go away like they
normally do. i
                did a "q actlog" no respond it just hung. at this stage i
could not get
                back to "adsm>" prompt so i did a shutdown server the hard
way: Ctrl ^C.
                and it would not start up again. :(
