problem os/2 v2.1 level 15

After upgraded ADSM server OS/2 version 2.1 level 6 to level 15. The adsm server
will stop respond to all clients  and server commands while waiting for tape
mounts. I have two DLT2000 drives using manual library.  As soon as the tape is
inserted in the drive, the system went backup to normal.

This problem does not happen while the system was on level 6.
