This is a known problem with level 3.1.1.3.  Level 3.1.2.0 has a fix for this
and is
available on index.storsys.ibm.com adsm/fixes/v3r1/sunsrv/3.1.2.0/.

Your best bet is experimental physics: be near the robot and issue
a combination of mtlib (or equivalent) and ADSM commands to incite
tape mounts, and get a sense of what's going on.
