Isn't there a server option called numberformat? Can't you just change that
to some
value of your convenience?

/usr/lpp/adsmserv/bin/dsmserv.opt:
NUMberformat value

1= x,xxx.xx
2=x,xxx,xx
3=x xxx,xx
4=x xxx.xx
5=x.xxx,xx
6=x'xxx,xx
