Actually, the file system is not an issue as the DRM client
backs up the physical disk and is not aware of filesystems.

However, the DRM client has to be self-configuring or at least
assisted in configuring itself for the machine.
 The DRM client uses OS/2 to detect the hardware and put
the correct drivers in place for both disks and network
adapters, while being bootable from diskette. That means
drivers for SCSI adapters and network adapters must be available.
Network adapters must be compatible with TCP/IP.  OS/2
is bootable on just about every Intel machine in the market.

DOS is not suitable, given some of the answers that Andy
provided and these additional reasons.
