This is another unfortunate instance of a customer allowed to fall by the
wayside because of someone's indifference within the IBM organization.
Your attempt to get support for what the developer says is a supported
product should have raised flags within the support center.
Whenever you get an unsatisfactory response from the IBM support center and
feel you are getting nowhere with those answering the phones, request to
speak to the Support Center Manager.  It gets results, and makes more
interested people aware of the problems.
