Cris,
It's working for me on Windows 98. Did you specify a full path name to the
option file
or pointing to the correct one? This is what I did:
dsmc -optfile=e:\dsm.opt

I have been trying to get it to work with no luck.
I have the version 3.1.05 (refresh) for win95
