Try the following to install the WebShell service (I have cut and paste
this from my installation guide so some of the path names may need
changing for your systems):-

1.8 Installing the WebShell Service

1 From the command prompt, change directory to D:\ADSM_V3\BACLIENT.

2 Run the following command to configure the WebShell service password:

  mkwspswd p <node_name> client a D:\ADSM_V3\BACLIENT\WSSTUFF

where <node_name>  is the name of this machine on which you are running
this command.

3 Run the following command to install the WebShell service:

C:\TOOLS\NTRESKIT\INSTSRV.EXE "ADSM WebShell Service"
C:\TOOLS\NTRESKIT\SRVANY.EXE

4 Run the registry edit tool:

regedt32

 5 From the REGEDT32 window, select the
"HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\ADSM WebShell
Service" key.  Add a key called Parameters but leave the class field
blank and then click OK.

6 Under the "Parameters" key, add an Application value of type REG_SZ
and click OK.

7 In the String Editor window, enter the following:

D:\ADSM_V3\BACLIENT\WEBSHELL.EXE

8 Under the "Parameters" key, add an AppDirectory value of type REG_SZ
and click OK.

9 In the String Editor window, enter the following:

D:\ADSM_V3\BACLIENT

10 Exit the REGEDT32 application.

11 From Start|Settings|Control Panel|Services, select the "ADSM WebShell
Service" service and click Startup...

12 Set the startup type to be automatic.

13 Finally, click Start to start the ADSM WebShell Service.
