I have found that when a user cancels a restore when waiting for media
the mount request gets canceled and the tape it was waiting for gets
marked unavailable. When that tape is requested in future it will return
with the error 'data unavailable to server'. You can make the tape
available again with this command:

update volume "volume label" access=readwrite

Tapes are also marked unavailable if a mount request for it times out. We
sometimes have this happen when someone does a store when no one is here to
put tapes in i.e the weekend.
