Jim,
This is Microsoft Exchange complaining, not the Exchange Agent.
In a nutshell, Exchange is telling you that you need to run a
full backup. (We complained to Microsoft about their less than
descriptive message also...)
Try running a full backup and see if the problem is resolved.
