I had the same problem.  The only way I was able to fix this was to re-boot
the system.  The first thing I did upon rebooting was to backup the
registry.  I'm not sure why this happened, but I was able to recreate the
problem by letting the system run for several hours and then retrying.  On
other occasions, the system might have been running for several days and the
regback/regrest worked fine.  Anyone at IBM have a theory as to why this may
be happening?
