The use of passwordaccess generate is not required for the service. It's better
to use the option, otherwise you have the problem with a password expiration.

I think your problem is, that the service runs under a different account, than
the system account. You can check this in ControlPanel/Services/Startup. The
installed service must be started as System Account (Logon as: System Account).

In your case the installed service runs probably under a user name (as
administrator or as the user name who has installed the service).

it is a requirement....   there are four commands that are requirements and
you can find them in your sa_dsm.opt
