Dave,

I would suggest you check how many of your tape volumes are still in FILLING
state and thus eligible
to receive new data?  It could be that your %util number is only 66% because
there are many FULL tapes
that contain expired data.  However, until you run reclamation and free up some
tapes, that space is
not reusable.  Also, your %migr of 100 indicates that all of the tapes in the
pool have some active data
so there are no empty tapes.  If you already have reached your maxscratch limit
of 500, the server will
not ask for new tapes.  So, I think you have a couple options:

1. force reclamation by lowering your reclaim threshold to free up some tapes
(but this may not solve the
    problem if you don't have sufficient space on FILLING volumes to accept the
active data)

2. Increase your maxscratch value to allow additional tapes to be added to the
pool

You may actually want to do both items...increase maxscratch and then force
reclamation to
reclaim "dead" space on tape volumes that have already been filled.
