Restore DB ANR0259E error

I'm in the process of moving a version 2 server (running on a R40
AIX 4.1.5 system) to a new version 3 server (running on a 39H AIX 4.3.1
system).
As a test, I created a backup of my v2 system on a NFS mounted disk owned
by the v3 system (the data base is ~4GB). I formatted the new data base
and log volume, created the dsmserv.dsk and volume history files. I am
getting the following error when running "dsmserv restore db
todate=today":
ANR0259E Unable to read complete restart/checkpoint information from any
database or recovery log volume.
Of course there is no restart/checkpoint information since these are
newly formatted database and recovery log volumes.
What am I doing wrong? Is this not the procedure to migrate a version 2
data base to a new v3 server?
