Collocation question

My understanding of collocation is that if ADSM can't find a scratch tape
or empty volume for a collocated pool, it will put data on an existing
tape, essentially doubling up clients onto tapes.  Is this an incorrect
assumption on my part?  My strategy is to limit the number of scratch tapes
in a pool to more fully utilize the tapes in a situation where client size
is small in comparison to tape cartridge capacity.
