Can't move drm from vaultretrieve to onsiteretrieve

We are running ADSM V2.6 for Solaris using DRM and can't get a bunch of
tapes to move from vault retrieve so we can reuse them. We've tried
numerous things including SET DRMDBBACKUPEXPIREDAYS but they won't move.
Any help would be greatly appreciated.
