Are you running expiration regularly?  For your tape storage pool is the mount
limit set to at least two?
Do you indeed have tapes that qualify for reclamation?  (Use QUERY VOLUME).
These are some
things to check.  Yes, you can do a manual reclaim of a volume using MOVE
DATA.  No, reclamation
does not look it storage pool sizes.
