No, I forgot to activate the policy set;  that was the initial problem.
But, I don't see how this would have affected the incremental backups.
They didn't start blowing up until AFTER the archive tried to run that used
the new management class.

I have activated the policy set and will know tomorrow whether or not this
solved the problem with the incrementals.
