 The file is a compressed tar archive. This is a description from the 
README.FIRST
file:

 FTP FROM THE ITSO SERVER
  ________________________

     1) Set the mode to binary
     2) get ADSMPIPE.TAR adsmpipe.tar.Z
     3) Put the file in the appropriate directory
     4) uncompress adsmpipe.tar.Z
     5) tar -xvf adsmpipe.tar
