Here is the official meaning from the readme.first document:

The install package for single byte languages (US English,
    French, German, Italian, Brazilian Portuguese, Spanish and
    Swedish) is contained in the '\adsmcli\win32' directory on the ADSM V3
    CD-ROM. The install package for multi-byte languages (Japanese,
    Traditional Chinese, Simplified Chinese and Korean) is
    contained in the '\adsmcli\win32\mbcs'  directory on the ADSM V3
CD-ROM.
