Roger,

  It is a remote possibility that the buffer for the card is not big
enough.  Check it with the CTRL-ALT-INSERT config stuff.  We were running a
machine with 4k and it would not run IP until we increased it.  We moved it
to 64K, I do not know if this is required.

I am assuming you have verfied the route info and netmask.
