Experiences with Chargeback for ADSM Services", assuming I can tear myself away

Subject: Charging for ADSM backup services
Our chargeback system is based on a cost pool we put together (a process
both painful and rather fanciful) and the fact that our clients wanted a
constant monthly payment they could include in their budgets.
Since our ADSM server is on our VM mainframe, which has lots of storage and
lots of available cpu cycles at night, we decided to charge by the mount of
data transferred, rather than the amount of data stored.
We're a large corporation and we have Service Level Agreements with various
departments throughout the corporation. For workstation backups we charge
$10/month/workstation up to 20 workstations at which point we revert to our
file server fee of $227/month/100 GB of data transferred. There is also an
initial one-time installation charge of $145 to cover assitance with
installing the software, setting up the nodes, etc.
In our corporation chargeback is an important function of middle management,
and this works out well for my manager as once everything is set up and
running, it represents a fairly large amount of regular sales for him.

We are looking at alternatives to running ADSM; which we currently run on
the mainframe. We are looking at moving ADSM to Unix; possibly investing
in a Magstar. We are expecting management to ask for cost justification
and we are concerned about recovering the cost of the expenditures.
Question...How to you recover the costs? Does anyone have a charge back
mechanism in place for recovering costs for backing up distributed
services?
Any ideas, suggestions, and experiences would be appreciated.
