You provided helpful information for determining what might be going on.
In your management class definition, note "Backup Required Before Migration: 
Yes".
That is a classic for keeping migration from happening.
Note that dsmautomig and other HSM modules put their output to the
operator console, where it is lost in scrolling.  What I've done is
put a shell wrapper around these programs to capture the output in
log files so as to have historic reference data for researching
