How about migrating all of the data from the 3490 pool to the 3590 pool, 
shutting off the migration, moving the nodes to the appropriate new policy 
domains pointing at the correct pools and waiting for the files to expire?  You 
will have too much data in too many places for awhile, but it will take care of 
itself over time.

Another thought might be to use the undocumented show volumeusage command for 
the nodes of interest and then use move data to scoot the data from those 
volumes to the new pool.  Again, too much data, but certainly less than a 
complete migration.

Finally, one could simply move the nodes to the new pool.  Restores/retrieves 
will happen from both pools for awhile, but over time, that will stop as files 
expire.  Maybe too much effort to move the data and it shouldn't be done.

How many tapes are we talking about here?  Tens, hundreds, thousands?  
Automated tape librarians or not?
