WIN 95 WINSOCK.DLL error

I have a client who loaded ADSM v2r1m3 on a Windows 95 machine.
Installation went fine, but when he tried to run ADSM he receives the
error message ANS7521E something about ADSM cannot find the
WINSOCK.DLL path. He is using the TCP/IP version of what comes
with WIN 95. I have loaded this client on a machine in our testbed and
everything (installation and running) went fine. Has anyone else come
across this problem?
