There's an APAR on something similar to this - PN81940.  This APAR is
included in service level 2.1.07.  This used to happen to me quite
frequently, especially when trying to do a client restore during the day
while expire processing is running for that client - eventually things
will start moving again but I've seen it sit there for over 90 minutes
before things start to move again.  Because of the size of our ADSM
database (7.5 GB) and the length of time expiration processing runs
(between 20-30 hours), we only run it once a week on Saturdays.
