Level 3 is the latest ptf. The next ptf will be at level 7.
Level 4 ( and level 6 ) are
complete install packages developed for SystemView.  There
is no level 5.
Beginning at level 6, there is a 2.1.5.6 and and a 2.1.0.6.
Servers at the 2.1.5.x level are for AIX 4.1 only and use
AIX threads rather than separate processes.
