Per a suggestion I ran a trace command around invocation of the
'mtlib' command and found condition:
atlkproc: ERROR opening socket: rc 9, cc 43
Smelled like a wayward daemon, so I killed it and ran 'cfgmgr' to
restart it. Thereafter I got proper results from the 'mtlib' command.
