I know that the documentation and readme files do not do a very good job
of fully documenting this.  For the V1 server DLT can only be used on the
SystemView version of the server.  A different licensing method is used
in the SystemView version of the V1 ADSM server.  If you do not have
the SystemView V1 server you can still get DLT support by upgrading
to the V2 ADSM server.
