The easy answer to your question yes and yes. The 3090 is very slow
compared to the latest CPU technology (CISC and RISC) including
RS/6000, P5, P6, et. al. The trick is to throw enough resources at
the problem when running on a non-mainframe (adequate memory for
starters). I don't know where a model R30 ranks in terms of MIPS
or RS/6000 product line, but if it's up in the 50-200 MIPS range you
will not be disappointed.
Splitting the load is always helpful, both in terms of downsizing
your databases and speeding up your queries.
