I submitted a very similar requirement at the recent GUIDE and SHARE
conferences.  I hope that IBM recognized your request to be the same
as mine.  I also submitted a related requirement titled 'move data by node'.
Assuming that you had your pull list as soon as you knew that the Novell
server had died, why wait around for the restore to start?  With a move data
by node command you could be consolidating all files from the many tapes on
the minimum number of tapes, or even be moving them back up to a dasdi pool.
Then when the client started the restore(s), it would fly!

What is need now is to get IBM to move the requirements from 'Recognized' to
'Accepted'.  Then they will get implemented sooner.
